Seminar on LNG technology in Odessa (Ukraine)

In
many
countries, including Russia
and Ukraine,
natural gas is used as an effective motor fuel. To this end, Auto Gas
Filling
Compressor Stations are
successfully
operated, high
pressure gas cylinders
and other equipment are manufactured for the introduction of Compressed Natural Gas (CNG) as a
motor fuel for cars,
trucks, municipal transport and
agricultural machinery. Another energy concept - the use of liquefied
natural
gas (LNG) as an effective cryogenic energy source is being developed as
well.
LNG technology allows to ensure that fuel is not only provided for all
kinds of
transport, but it also enables to gasify the regions where there are no traditional pipeline gas network.
The emerging inter-industrial structure
which embraces creation, development and use of CNG and LNG- all this
needs a
lot of information and technical support. The moment has come when it
is
necessary for
producers and consumers of CNG and LNG
equipment to meet together
and to discuss the issues of their mutual interest, because the
problems
arising in the industry are mostly typical ones as they are often
similar in
nature. Therefore, their solutions may be of interest and obvious value
to
anyone who develops,
produces and uses the production
systems for CNG and LNG, as well as for those who manufacture various
items of
equipment intended for the storage, transportation and gasification of
LNG. The
problems mentioned here require
regular discussion among
professionals.
From 19 to 23 May, 2008 ,
Association «UA-SIGMA»,
taking into account the initiative
of
many enterprises in Ukraine, Russia, CIS and other countries held in
Odessa the Second International Seminar on the subject
«Enhancing the effectiveness
and safety for
systems of manufacturing
compressed and liquefied natural gas». The seminar was
organized under the
auspices of the Ministry of Industrial Policy of Ukraine, the Ministry
of
Industry and Energy, Institute of
Gas of
Ukrainian Academy of Sciences , the
International Academy of Refrigeration, Odessa
State Academy of Refrigeration ,
with the participation of the Federal Agency for Ecological,
Technological and Atomic
Supervision -(“Gospromgornadzor
of Ukraine)/ . Information support for
the Seminar was
organized by the
Seminar media
partners and its
co-sponsors - well-known magazines
«Technical
Gases» and the international scientific-technical magazine
«AutoGasFilling
Complex plus Alternative Fuel." The
developers and manufacturers of equipment for CNG and LNG, as well as its
consumers were also
invited for the Seminar.
After
the seminar a resolution was adopted. In this
resolution? in
particular, it was mentioned
that:
- the
steep rise of demand for LNG is
expected in near future for gasification of non gasified regions and
for use as
a cryogenic motor fuel;
- it
is necessary to manufacture more
efficient, more reliable and less expensive LNG producing units to meet
this
increased demand;
- it
is necessary to gather and to
analyze all existing experience in conversion of purely compressor gas
refueling stations equipment
into
cryogenic compressor technologies
with
the purpose to ensure larger capacity of LNG refueling stations;
- it
is necessary to consider all
commercial offers of various manufacturers for their compressor
equipments,
cylinders, etc.;
- a
new legal regulation is required for production and use of LNG and CNG.
I
- It becomes an important issue
as safety norms for
potentially dangerous
objects like all LNG and CNG infrastructures are becoming more and more
strict;
- there
is a lack of trained
specialists for LNG and CNG producing systems and it is very difficult
to
organize a large scale training programs by
companies only;
-
it
is necessary to unify the industrial safety norms in all CIS countries.
Specialists
from
9 countries representing more than 50
enterprises and companies took part in the seminar and presented 20
informative
scientific reports which will be published in the Ukrainian magazine
“Technical
Gases”.
